Four named routes, one decision. Link a PULSE project and the fit check reads its locked objectives and its funding as you choose, reporting the conventions that speak against each.
Scope every appointment
A scope matrix seeded from a template: who is appointed, what they cover, and at which stage. Consultants at Stage 2, the contractor at Stage 4. Edit, add and delete until it is your scheme’s own.
Review it, then lock it
A completeness gate stands before the lock. Locked, the route, the matrix and the fit check freeze as one versioned record: a PDF for the tender pack, a register for the organisation, and an explicit new version the only way to change it.

Procurement advice is usually a meeting you cannot afford. ROUTE holds it as a rule table of nine conventions, written by hand, and reports the ones your project’s own facts make relevant.

under design and build the contractor owns design development after appointment, and value engineering commonly erodes specification. Where quality cannot move, retain design control through a traditional route, or fix the specification in the Employer's Requirements before contract.

A rule says what usually holds and why. It never says the route is wrong, never ranks the routes, and never recommends one. You decide against the convention knowingly, or with it confidently.

A rule runs only when every input it reads is present. No locked Brief means those rules are reported as skipped, not counted as passed, because “not checked” and “nothing to flag” are opposite messages.
