Review it, then lock it

A completeness gate stands before the lock. Locked, the route, the matrix and the fit check freeze as one versioned record: a PDF for the tender pack, a register for the organisation, and an explicit new version the only way to change it.

Procurement advice is usually a meeting you cannot afford. ROUTE holds it as a rule table of nine conventions, written by hand, and reports the ones your project’s own facts make relevant.

    under design and build the contractor owns design development after appointment, and value engineering commonly erodes specification. Where quality cannot move, retain design control through a traditional route, or fix the specification in the Employer's Requirements before contract.
